You ask:

I believe the answer is that 'lo'u' is defined to introduce valid
lojban words but that they are not required to be grammatical,
and so are not parsed. If I am right, then:
1) A parser would not interpret 'zoi', and so would not nest
the quotes, but
2) If you had actually gone on to include the non-Lojban in
 the zoi-quote, it would have blown up.

So what you wrote was valid.
