Most often, the parallel entities are of the same kind: two boats, two sets of laws, two lines. The entities being described all fit in first place. {simsa}, on the other hand, is well defined as is (no one is suggesting a change). {simsa} would more often be used to compare entities of differing kind: boat to house, monarchy to business, sphere to line.
