Yes, I think you're right. I'll change it to:

<quantifier0> = (su'o|su'e|me'i|za'u|da'a) &
                (ro|so'a|so'e|so'i|so'o|so'u|rau|mo'a|du'e|ci'i|<natural>)

<quantifier> = <quantifier0> ...

That way, you can put two quantifiers next to each other signifying
the same number. This allows lots of contradictory things, like
{su'omusu'eci} = "at least 5, at most 3", but what can you do.
