It is importanmt to forget rules of modification based on English parts of speech. All Lojban brivla are equally nouns, verbs, adjectives, and adverbs. Thus tavla means "talker", "to talk", "talky", "talking" and "talkingly", among other things. "sutra" means "fast one/fast person", "to be fast/ to speed", "fast/speedy", and "quickly" amonmg other things. tavla sutra can therefore mean something that is fast that also is a talker, something that is fast in a talking sort of way, and a variety of other possibilities.
