Other than publishing the reference grammar, I could have (and probably did) write the same thing 1-2 years ago. Well, the cost impact of the refgrammar wasn't known until we got print quotes a year ago, though we knew it would be expensive. Monthly status reporting would be meaningless, and quarterly would be nearly so.
