I can't read Loglan so can't verify this, but, as I think I suggested 
before, it seems generally commedable practise among less-skilled 
users of the language. At least it makes logical errors (mismatches
between the logic of what one actually said and what one wanted to 
say) easier to spot. In normal Lojban style such errors are harder to
spot, which doubtless aids communication but delays mastery of the 
language.

The above remarks are made with no authority, mind you, for I must 
confess that I myself haven't written a word of Lojban for slighly 
over a year now, and only read Lojban postings up until the first 
word I don't know, which means I give up pretty quickly.
