It is the work of John Barker of Southern Illinois U at Edwardsville Philosophy Department, who used to live just down the street from me (and so now is 5 miles away). I have talked to him about a project using his gizmo as a part of a machine English to Lojban translator and he was at least open to the thought, but we did not pursue it. That was maybe five years ago, with a earlier version of PT. There is also a PT website that serves as a clearinghouse for information about projects using PT: www.ptproject.ilstu.edu/pt/index.htm. They might supply some willing hands. I think the translation part is adequate for the logic, the rest may need the usual massages. pc
