Yes, that's good.

I don't mind much changing the order, but "besides" has the
additional connotation that it is old information, so
maybe "po'onai bi'unai".

I don't think "ce'u" works, its function is to keep an
argument of a function or property open, and that is not
what we want here. This is a regular pronoun, so if ko'a
is too heavy, in this case "ra" works, or a letter
pronoun. Would it have to be "ny" or "my"?

"spofu" means x1 is broken/not usable for function x2,
so to me "tolspofu" means x1 is in operating order/
functioning/usable for function x2.

Perhaps "nalspofu" would be better? Maybe.

I don't know whether spofu/nalspofu/tolspofu can be used
for people as well as for machines, but I don't see why
not. "zukte" has the additional burden of intention,
which I didn't think was there in "function at even a basic
level".
