To me, these are quite distinct emotions. According to the Oxford Dictionary, "hate" is "extreme dislike" (=mutce se rigni), whereas "despise" is defined as "feel contempt for, consider worthless" and has more to do with the rank evaluation ({ga'i} scale?), looking down, disregard, disrespect {tolsinma}.
