See 2.C.4)b) in BRKWORDS.TXT. This part of the algorithm needs extensive 
debugging with such phrases as "pa ckankua"; in particular CVV is a valid 
lujvo end, but only if VV is one of those vowel pairs that can appear in 
lujvo, which "ua" isn't.
