The difference is clear when the quantifier is {ro}:

1-  ro cipni ku poi blabi cu vofli
    = ro da poi cipni gi'e blabi cu vofli
    = ro da zo'u genai da cipni gi'e blabi gi da vofli

2-  ro cipni ku noi blabi cu vofli
    = ro da poi cipni cu blabi gi'e vofli
    = ro da zo'u genai da cipni gi da blabi gi'e vofli

So both {poi} and {noi} end up as gi'e, but with different
selbri: {noi} with the main selbri and {poi} with the selbri
inside the sumti.

If the quantifier is su'o, the difference between {noi} and
{poi} vanishes:

    su'o cipni ku poi blabi cu vofli
    = su'o da poi cipni gi'e blabi cu vofli
    = su'o da zo'u ge da cipni gi'e blabi gi da vofli
    = su'o da zo'u de da cipni gi da blabi gi'e vofli
    = su'o da poi cipni cu blabi gi'e vofli
    = su'o cipni ku noi blabi cu vofli
