The only place where you currently can choose stress is cmene. Why should you be able to do that? It's clear where a cmene ends anyway (it ends with a consonant and a pause). In cmavo, you may stress however you like but the cmavo are still the same words. In brivla you must have penultimate stress. Why not just make it acceptable to stress a cmene in whatever way you like? This would save the most and even be consistent with the current use (just ignore case).
