You don't need "ca ca'o cusku bau la lojban", speaking in Lojban now. You do want "ca ta'e cusku", currently habitual speakers, or at least "ca so'uroi cusku", currently occasional speakers. People who used to be speakers, or will be speakers in the future would not be that much use, so you do want {ca}. What you don't need is {ca ca'o}.
