With {poi} you get a very strange meaning, it says that of those parts such that four of them are in Spain and three in France, it contains seven, but it doesn't say how many parts of other kind it contains. For example, it doesn't say whether it contains any parts such that two of them are in Spain and five of them are in England, say.
