{la masKVA} is impossible. We've had a suggestion {la moskov}, because that's 
the stem of the adjective ÜÞáÚÞÒáÚØÙ. If the source language reduces vowels 
according to stress, which Russian does, I think it's okay to use the 
unreduced vowel sound when Lojbanizing.
