These are all methods of preparing something from a plant material or the result of doing so. An extract is a solution of some part of a plant, not including the other part which is insoluble. A tincture is a solution in alcohol or vinegar, which may or may not be an extract (tincture of Capsicum is an extract, but tincture of iodine is not). To macerate something is to soak it in a liquid, without applying heat, for a long time (maybe weeks). To steep is to soak it in hot water for a short time (I was thinking a lujvo with {tcati} would be appropriate), and to decoct is to soak it in hot water for a longer time.
