For English and our mother tongue, concept of "fog" itself is more basic, for Lojban situation is different. In colloquial sense, le bumru is normal translation for "fog". Fog takes some place, so it is no real difference between fog itself and foggy place (again, in colloquial speech only). Of course, if you need exact translation, you should use more narrow definitions. In this case tanru solution is good enough.
