I believe that you are referring to "Plan B" (Loglan itself having been 'Plan A'). http://www.rickharrison.com/language/plan_b.html has the only published description that I know of Plna B was developed by Jeff Prothero, who was one of the major people involved in making Loglan have a YACC-parsable machine grammar. Jeff is also practically a co-founder of Lojban, since he helped finance the legal battle with JCB and provided much assistance on our getting our own YACC-grammar.
