First, among these elements, language is both a source of temporal, geographic and habitual solidarity, and is subject rigorous empirical qualification. I recommend use of ISO codes and/or lojbanized fu'ivla from the language's autonym. Second, among these elements, nation of residence informs clear geographic boundaries, and has some accepted standards. Note that 'gugde' means territory, and not government. I recommend use of ISO codes and/or lojbanized fu'ivla from the territory's most populous language's autonym. Third, religion/philosophy is difficult to qualify, and by definition has principles or tenets. I recommend lujvo which use the religion's self-definition.
