I thought you were going to comment on the x2 of "tunlo&qu= ot;.

The rule I prefer is that FAs don't alter the placement of untagged
sumti (just like BAI and other tags), but in this particular case it
doesn't matter much if you interpret the lu li'u as just some
uttereance related in an unspecified way to the saying rather than as
the actual saying.
