"x1 knows that (something) is a method for x2 to be brought about"= ;

Yes. "x1 knows how (that something is= a method) to do x2"

There is arg= uably a difference in knowing the method for doing something, & actuall= y knowing how to do it, i.e., how to implement the method. It may be too sl= im a difference to matter.
