All natlangs are finished. That doesn't mean they're not changing. It means they're adequate for expressing anything the speaker of the native culture of that language wants to express. Esperanto is finished, using this definition. Lojban is not, because it doesn't have the vocabulary necessary to express everything that a native speaker might want to express.
