More or less, with caveats. "si" deletes a word or a magic-word construct. Magic-word constructs for some purposes (basically interaction with other magic words) behave as single words. "sa" wouldn't normally delete an actual sentence, but rather a sentence attempt. Often just a string of words that don't form anything grammatical.
