They seem too nebulous and imprecise to be used on their own. They could serve as guidelines for creating the levels, but given that I can't imagine it taking more than a week (at about 5-10 minutes a day) of glancing at dictionary definitions of relevant words to get to the novice-high level, I feel some adjustments would need to be made.
