April 12, 2013: Japanese Self Defense Forces personnel refuel a PAC-3 missile
interceptor, deployed at the compound of Japan's Defense Ministry amid
a tense situation over a possible missile launch by North Korea in
Tokyo.APNorth Korea reportedly warned Japan that Tokyo would be the first
target should the country decide to play its nuclear card.The warning is
reportedly in response to Tokyo's standing orders to destroy any missile
heading towards the nation, according to Korean Central News Agency.Japan
has deployed PAC-3 missile interceptor units around Tokyo to protect its
capital and is taking North Koreas rhetoric seriously."We are doing all
we can to protect the safety of our nation," chief Cabinet spokesman
Yoshihide Suga said, though he and Ministry of Defense officials refused
to confirm the reports about the naval alert, saying they do not
want to "show their cards" to North Korea.Japanese officials have long feared
that North Korea has not only the means, but several potential motives,
for launching an attack on Tokyo or major U.S. military installations on
Japans main island."If Kim Jong Un decides to launch a missile, whether
it's across the Sea of Japan or some other direction, he will

Obama administration officials scrambled to downplay the errant disclosure
of a classified portion of an intelligence report finding that North Korea
has advanced its nuclear knowledge to the point that it could arm
a ballistic missile with a nuclear warhead.The analysis, disclosed Thursday
at a hearing on Capitol Hill, says the Pentagon's intelligence wing has
"moderate confidence" that North Korea has nuclear weapons capable of delivery
by ballistic missiles but that the weapon was unreliable.The revelation
was significant, because it has not been previously reported or believed
that the country had the ability to miniaturize and deliver a nuclear
weapon.But top U.S. officials repeatedly stressed that the finding does
not mean North Korea has the capabilities to launch a nuclear missile
with any reliability at this point."It is inaccurate to suggest that the
(North Korea) has the capability articulated in that report -- they have
a missile but that is very different than having the militarization, nuclearization,
etcetera," Secretary of State John Kerry said Friday, after landing in South
Korea as part of a tour of Asian countries.On Thursday night, the
Pentagon and Director of National Intelligence James Clapper both downplayed
the report."While I cannot speak to all the details of a report
that is classified in its entirety, it would be inaccurate to suggest

blue-state Republican Sen. Pat Toomey of Pennsylvania, is trying to broker
a deal that would expand criminal and mental health background checks by
pressuring states to share data on prohibited purchasers and to include
sales that take place through a commercial enterprise.An individual could
sell another individual a gun without a background check, but if a
commercial entity is involved hosting a gun show or an Internet
site mandatory checks would be required. Even as gun control proponents
bemoan the deal as watered down, gun rights groups remain worried that
the legislation could be altered to create a federal firearms registry.
The Manchin-Toomey plan forbids the creation of such a list, but conservatives
hold little trust when it is the Obama Justice Department that is
doing the enforcement.But even if Manchin-Toomey somehow survives the Senate
and passes the House, it would not prevent the next Newtown. Or
the next Aurora. Or the next Tucson. Or the next Blacksburg. All
of the weapons said to be involved in those mass killings were
legally purchased from gun merchants and subject to full federal background
checks.And while gun control advocates can be happy that the expanded system
may mean fewer gun sales, theres little reason to think that Manchin-Toomey
would do much to help the problem of greatest concern in the
