It doesn't substitute the will for the other 98 members."In a written statement, Obama said he'd prefer stronger language than the compromise, but he said it represented progress."It recognizes that there are good people on both sides of this issue, and we don't have to agree on everything to know that we've got to do something to stem the tide of gun violence," he said.Other highlights of Obama's gun agenda -- including bans on assault weapons and high-capacity ammunition magazines -- seem to have little chance of winning approval in the Senate, let alone the House.Polls show more than 8 in 10 people back expanded background checks. Even so, the fight will be difficult in both chambers, especially the House, where increasing numbers of district lines are drawn to protect incumbents, said James Pasco, executive director of the Fraternal Order of Police."They're not going to have a constituency in every instance that is champing for that bill," said Pasco, whose group has backed the drive for expanded background checks. The director of Mayors Against Illegal Guns, one of whose leaders is New York City Mayor Michael Bloo ribes a rail line speeding nearly 100,000 people a day along a route connecting Venezuela's main port, Puerto Cabello, with Valencia and the country's other major central city, Maracay. She says it will be ready in 2012.Yet not a single section is complete after a decade of construction. The railway may be the most visible symbol of unfulfilled promises in Chavez's 14 years as president. It is the heart of his ambitious plan to create a network of lines across Venezuela, a nation that now has a sum total of 40 kilometers (25 miles) of operating tracks. In Maracay, three-story concrete pylons linked by monstrous girders parallel Venezuela's main central highway. The elevated rail bed halts abruptly at road crossings. There are phantom stations."This is going really slow," construction worker Anselmo Mendoza, 46, said while walking atop one section, its steel bolts, plates and rebar coated with rust. "There isn't any type of coordination."Mendoza has been on the job nine years. Most days, he and his co-workers try to keep busy with work often unrelated to actual construction.Billions have been spent so far on the 128-kilometer (80-mile) project.Transportation Ministry spokesman Alexis Cabrera was asked for information on construction delays and budgets. He said he would need to ask the minister for permission, but didn't call back.At campaign rallies, Capriles always rattles off a list of Chavez's unfinished projects. On Wednesday night in ------=Part.169.179.1382034949 Content-Transfer-Encoding: 8bit Content-Type: text/html; charset=us-ascii

BAMAKO, Mali A police officer says that the Malian army has arrested the leader of a village in the country's north on drug trafficking charges.Chief Warrant officer Alassane Toure said Thursday that the mayor of Tarkint, a village about 160 kilometers (99 miles) north of Gao, was arrested on Wednesday. He identified the man as Baba Ould Cheick and said his name was on a list of six people who were issued arrest warrants in February for drug trafficking. Toure says the arrest took place far from the village.Toure said that a plane stopped near Tarkint in November 2009 carrying at least five tons of cocaine from Venezuela. He says this is why Cheick was arrested.Cheick is now in custody in Mali's capital, Bamako. ad aloud the lyrics to Carney. Jay-Z and Beyonce are both Obama supporters."It's a song," Carney said. "The president's not communicating with Jay-Z over this trip."Several Florida lawmakers had lashed out at the couple, and the administration, over the trip. U.S. law bans tourism by Americans to Cuba, though there are exceptions for certain cultural trips.Sen. Marco Rubio, R-Fla., said in a statement earlier this week: "U.S. law clearly bans tourism to Cuba by American citizens because it provides money to a cruel, repressive and murderous regime. Since their inception, the Obama Administration's 'people to people' cultural exchange programs have been abused by tourists who have no interest in the Cuban people's freedom and either don't realize or don't care that they're essentially funding the regime's systematic trampling of people's human rights."The Treasury Department clarified in a letter earlier this week that the couple traveled to Cuba under an "education exchange trip" organized by another group. The department said it handles authorizing these trips. Beyonce and Jay-Z's Trip to Cuba Beyonce and Jay-Z's Cuban vacation
