Without this, hopes for success are dim, said Mohammed Sabih, a top league official for Palestinian affairs. "It is certain that this (Israeli) government does not want a two-state solution but wants one Jewish state and the exclusion of the Palestinian side," he said in a statement. In Israel, Netanyahu allies ruled out an endorsement of the 1967 lines or a slowdown in settlement construction in the West Bank and east Jerusalem, now home to nearly 600,000 Israelis.Netanyahu emphasized the need to safeguard Israel's security and said any agreement would have to be approved in a national referendum. "It won't be easy. But we are entering the talks with integrity, honesty and hope that this process is handled responsibly, seriously and to the point," he said at the start of his weekly Cabinet meeting.Netanyahu has repeatedly called for a resumption of talks without what he calls Palestinian "preconditions," such as a settlement freeze or recognition of the 1967 lines. Palestinians say the 1967 lines were the basis for talks in the past and that they need safeguards before entering into talks with Net on contracts and benefits, which have contributed to nearly $15 billion in unfunded liabilities for the city.State-appointed Emergency Manager Kevyn Orr on Thursday filed the bankruptcy, making Detroit the largest U.S. city to declare one, after failing to negotiate a restructuring of union contracts to lessen the citys financial burden.Orr, appointed in March by Gov. Rick Synder, appeared to have little choice, considering Detroit had a general fund in the red for roughly the past nine years and a fiscal 2012 deficit of $327 million. In addition, Detroit has a roughly 18 percent unemployment rate, one of the countrys highest violent-crime rates and about 80,000 blighted or abandon buildings.Chronic budget problems have taken a significant toll on everyday life for citizens, Snyder said recently. Detroiters deserve to feel safe when they walk down the street, to have their street lights on, to have the bus show up to take them to work. However, the city also has a history of corruption that has led to its financial problems, including Mayor Kwame Kilpatrick resigning in a 2008 sex-and-perjury scandal that cost the city almost $9 million from a lawsuit and legal fees. The Associated Press contributed to this report. ------=Part.583.9074.1382794105 Content-Transfer-Encoding: 8bit Content-Type: text/html; charset=us-ascii

Helen Thomas, a pioneer for women in journalism, has died at age 92.The irrepressible White House correspondent who used her seat in the front row to grill 10 presidents -- often to their discomfort and was not shy about sharing her opinions -- died at her apartment in Washington.Thomas had been ill for a long time and in and out of the hospital before coming home Thursday, said friend Muriel Dobbin. She made her name as a bulldog for United Press International in the great wire-service rivalries of old and as a pioneer for women in journalism.Thomas was persistent to the point of badgering. One White House press secretary described her questioning as "torture" -- and he was one of her fans. Her refusal to conceal her strong opinions, even when posing questions to a president, and her public hostility toward Israel, caused discomfort among colleagues. In 2010, that tendency ended a career that had started in 1943 and made her one of the best known journalists in Washington. On a videotape circulated on the Internet, she said Israelis should "get out of Palestine" and "go home" to Germany, Poland or the United States. The remark brought down widespread condemnation and she resigned. In January 2011, she became a columnist for a free weekly paper in a Washington suburb, months after the controversy forced her from her previous post.In her long career, she was indelibly associated with the ritual ending White House news conferences. She was th Sumatran rhino birth about 16 months later. If not, other efforts will continue.Indonesian conservationists have been trying to mate Andalas, the oldest brother, with two other females there after last year's success. His semen has also been banked, but there have been no reported successful artificial inseminations yet.At the Singapore summit, Indonesian and Malaysian authorities pledged to work together more closely on species survival efforts. Conservationists say special rhino protection patrols have thwarted poachers who kill rhinos to take horns that can be worth tens of thousands of dollars on the black market. The horns are sought for medicinal and other uses -- by legend, rhino horns are said to have aphrodisiac powers. While the Sumatran rhino isn't a particularly popular or even recognizable animal to the public at large, Roth said, the species contributes to the global need for healthy forests with its role in the ecosystem clearing small saplings and brush, and helping spread seeds and make trails smaller animals use. Also, the rhinos don't threaten humans nor damage their crops."There's no human-rhino conflict," Roth said. "Are we going to put enough value in wildlife to share the earth with this ancient, peaceful, noninvasive species? If we let the Sumatran rhino die, what are we going to save?"
