FRANKFURT, Germany The European Central Bank and its president, Mario Draghi,
have played a key role in fighting the government debt crisis afflicting
the 17 European Union member countries that use the euro. The ECB is
the issuer of the euro currency and serves as the top monetary
authority for the eurozone and its 333 million people. Some of its key
steps have been:LOWER INTEREST RATES: The ECB has cut its key interest
rate four times since Draghi become president. This month the ECB lowered
the so-called main refinancing rate further by a quarter-point to a record
low of 0.5 percent. The refinancing rate is what the bank charges on
the credit it offers to eurozone banks and thereby influences interest rates
on the loans banks provide to each other, businesses and consumers. Theoretically,
a lower rate means cheaper borrowing costs and more incentive to borrow
money and expand a business. In practice, a slack economy has meant
weak demand for loans.UNLIMITED BOND BUYS: In 2012, high borrowing costs
were threatening to push indebted countries such as Italy and Spain into
a financial collapse that could have broken up the euro.Draghi took a
major step toward calming the eurozone crisis by announcing last year that
"within our mandate, the ECB is ready to do whatever it takes
to preserve the euro."The ECB followed through on Sept. 6 by offering
to purchase unlimited amounts of bonds issued by heavily indebted countries,
lowering their bor
nd his allies insisted that the momentum in
the civil war is now in their favor and that the world's
reluctance to intervene in the conflict is more evidence that the Assad
regime is regaining its hold on the country.Obama signaled Tuesday he would
consider U.S. military action against Syria if "hard, effective evidence"
is found to bolster intelligence that chemical weapons have been used in
the civil war. Damascus has denied it has used chemical weapons, saying
the Syrian rebels are trying to frame the regime. The U.S. has provided
humanitarian aid to the Syrians and helped bolster the defenses along the
borders in neighboring Turkey and Jordan, but has preferred to let other
nations send in more lethal assistance.A key obstacle in the debate over
providing weapons has been U.S. concerns that any U.S. weapons would end
up in the hands of Al Qaeda-linked groups helping the Syrian opposition
or any of the other extremist groups in the region, such as
Lebanon-based Hezbollah.Last month, the head of the extremist Jabhat al-Nusra
group, one of the most powerful and effective rebel groups in Syria,
pledged allegiance to Al Qaeda leader Ayman al-Zawahiri. U.S. officials
say that since then they have seen anecdotal evidence and intelligence assessments
that suggest that al-Nusra's gains within Syria have slowed, both because
of the group's public links to Al Qaeda and the U.S. designation
of al-Nusra as a terrorist organization. Other oppositi

March 8, 2012: Florida Gov. Rick Scott delivers his state of the
state speech to the Florida legislature in Tallahassee.APTALLAHASSEE, Fla.
Gov. Rick Scott vetoed a bill late Wednesday that would have
ended permanent alimony in Florida.Scott vetoed the measure (SB 718) just
four hours before the midnight deadline to approve or veto it. The
bill automatically would have become law if Scott had done nothing by
then.If it had become law, Florida would have become the fifth state
to abolish permanent alimony. In a letter to Senate President Don Gaetz,
Scott commended bill sponsors Ritch Workman in the House and Kelli Stargel
in the Senate -- both Republicans -- and said there are "several
forward looking elements of this bill."But alimony "represents an important
remedy for our judiciary to use in providing support to families as
they adjust to changes in life circumstances," Scott wrote. "As a husband,
father and grandfather, I understand the vital importance of family."Scott
could not "support this legislation because it applies retroactively and
thus tampers with the settled economic expectations of many Floridians who
have experienced divorce," he wrote. "The retroactive adjustment of alimony
could result in unfair, unanticipated results."Florida law "already provides
for the adjustment of alimony under the proper circumstances," Scott wrote.
"The law also ensures that spouses who have sacrificed their careers to
raise a family do not s
dded that Kadyrbayev assisted authorities in
their investigation."He is just as shocked and horrified by the violence
that took place in Boston as the rest of the community is,"
Stahl said. "He did not have anything to do with it."Prior to
the latest development, authorities had named only the brothers as suspects
in the bombing at the finish line of the world-famous race.Kadyrbayev and
Tazhayakov face maximum sentences of five years in prison and fines of
$250,000. Phillipos, a U.S. citizen, faces a maximum sentence of eight years
in prison and a $250,000 fine.Kadyrbayev's attorney, Robert Stahl, says
his client will be transported to the federal courthouse later Wednesday
to appear on new criminal charges. On Friday, Yerlan Kubashev with the
Consulate General for Kazakhstan in New York confirmed in a statement to
Fox News that the consulate is helping the young men with legal
representation. Both Kadyrbayev and Tazhayakov will plea not guilty, according
to their attorneys.Kubashev said the two men are "shocked at the bombings,"
and "they express sorrow to the bombing victims and their families."Dzhokhar
Tsarnaev, 19, is in a prison hospital after being wounded in the
shootout with police as he and his brother made their getaway attempt.
He is charged with using a weapon of mass destruction to kill,
a crime that carries a potential death sentence.Authorities have searched
the Rhode Island home of the parents of Katherine Russell, Tamer
