And in the inspiration picture it appears to have a small flat piece of yrim stitched at the top of the ruffled piece.it could just be a one piece trim stitched on though. As Sylvia said it Also the petticoat may be causing the fullness to appear to be more at the top. Does the petticoat have the same fullness at the yoke as the dress. If so I would remove the petticoat and remove some of the fullness at the yoke,shorten it at the hem edge up as high or a little higher than the ruffle and add a full gathered ruffle to the hem. That should help the dress to be fuller at the bottom than the top. I also think I might take the ruffle off and gather the eyelet trim at the same fullness as the ruffle. If it is eyelet that is pregathererd to a bias band you can remove that and make it a flat piece. Stitch it to the ruffle flat and then gather as one.
