There's a new salvo in the competition at the biggest big-box stores — and it may pay off for consumers this weekend. Costco Wholesale Corp. and its new credit card partner, Citibank Visa, stumbled in the transition scheduled last week away from the retailer's longtime reliance on American Express. And Costco's biggest rival, the Sam's Club unit of Wal-Mart Stores Inc., is scrambling to capitalize. Many Costco customers never received the Citi card that was supposed to succeed their American Express card. Others had trouble activating the new card. Citigroup logged more than 1.5 million customer service calls, according to Citi spokeswoman Jennifer Bombardier. Many customers were unable to get through or put on hold for up to an hour listening to apologies for "unexpectedly high call volumes."

"Citi completed one of the single largest portfolio conversions in history," Bombardier said. "We sincerely apologize to those who have been inconvenienced." Sam's Club's response? It will allow people who don't have a Sam's Club membership but do have a Costco membership card to shop its stores through July 4. Costco members who don't have their new Citi cards can bring in an old card or their inactive American Express card. Purchases can be made on any Visa, MasterCard, Discover or American Express cards. In an effort to distinguish itself from Costco, Sam's now offers in-store pickup for online orders and self checkouts. But it has lagged behind Costco for nearly a decade. Since 2007, Sam's Club has only once reported higher annual same-store sales growth than Costco. Sam's racked up sales of $58 billion last year from its 47 million members in more than 650 stores. Costco tallied $114 billion in sales from 81 million members in nearly 700 stores. Sam's Club CEO Rosalind Brewer said recently that Sam's has started to cater to higher-income customers. "This is absolutely a reset for our business," she said. "We realized that we have the ability to take Sam's to a higher household income." Some Costco members flying over to the Sam's Club side have experienced a little turbulence. The Consumerist reported earlier this week that not all Sam's Club employees were aware of the temporary offer. Some Costco members were turned away and others had a 10 percent nonmember surcharge tacked on. No surcharges are supposed to apply through July 4 for Costco members at Sam's Club. The advantage of both warehouse clubs is that customers can cancel at any time and receive a membership refund. In another sign that Sam's Club wants to take advantage of Costco's stumble, the Living Social daily deal site is currently offering a one-year membership to Sam's for $25, a $20 savings. The deal also includes a $10 e-gift card and $100 in discounts on select items.

People considering a membership in either club can go online to compare the two. Costco usually edges out Sam's Club despite Costco's slightly higher annual fee. A comparison by Cheapism.com gave Costco better marks for its pharmacy, premium membership cash-back program, customer service and store brand quality. Sam's received better marks for its lower annual fee and multiple payment methods. Prices at the two competitors varied but were about the same on average. Sam's Club has locations in Apple Valley, Bloomington, Eagan, Fridley, Maple Grove, St. Louis Park, Shakopee, White Bear Lake and Woodbury. Costco is located in Coon Rapids, Burnsville, Eden Prairie, Maple Grove, Maplewood, and St. Louis Park. If you want to save money on household products, the best way to do that for years was to join a warehouse club like Sam's Club or Costco.

But is it still worth the membership fee? Or has Amazon Prime, with its free shipping, made warehouse clubs as quaint as your old landline phone? We decided to put all three retailers to the test. Shoppers have their favorites Frankie Brinkman, while loading her car outside Costco in Springdale, Ohio, said she won’t buy household items anywhere else. "I am total Costco, love Costco," the mom said. But Lauren Geers and her young children prefer Sam’s Club for its house brands, saying "we buy the Member’s Mark paper towels, toilet paper, diapers and formula." Then there’s busy mom Ellen Glasgow of Milford, who gets everything she needs, with free shipping, from Amazon Prime. "It’s been a blessing, there’s nothing you can’t order," Glasgow said. Her smartphone has replaced her car when it comes to shopping for detergent and diapers. "A quick two minutes, I’m set and it’s going to be in my mailbox or at my door the next day," she said. Warehouse clubs fight back Warehouse stores know you can get crock pots, clothing and paper towels easily online these days. So they are fighting back with products that are not so easy to get with a click of the mouse, such as discount tires, installed while you wait. Don’t need tires? Then what about prescription drugs? Or hearing aids? Or eyeglasses? Consumer Reports Magazine says Sam’s Club and Costco's prices on those services are lower than most other chains. Their pharmacies have come in tops in several recent surveys by the magazine, with only online pharmacies offering lower prices. But what if you just want household goods? We turned to one of the top shopping bloggers in the country, the Krazy Coupon Lady, Joanie Demer. Demer, her partner Heather Wheeler and her team recently compared prices on 170 popular items at Costco, Sam's and Amazon. They used Amazon's "Subscribe and Save" program, that gives an additional 5 percent discount on products you order every month. So the survey's winners? Costco came in first place, with the lowest prices overall. "We found much to our surprise that Costco is still 12 percent less in the cost of the items than Amazon Subscribe and Save," Demer said. Sam's Club was in second place, with prices 5 percent higher than Costco in their 170 item comparison. But Demer warns that Costco’s relatively high $55 membership fee (compared with Sam's) means you need to shop more to see those savings. "To make the Costco membership worthwhile you need to spend $600 or more per year to break even," she said. Amazon Prime was the most expensive in her test (12 percent higher than Sam's and 7 percent higher than Costco) even with free shipping, and the extra discount offered by Subscribe and Save. Plus, it has a $99 annual fee, higher than either warehouse store. However, with the extra discount provided by Amazon's "Subscribe and Save" program, Demer says diapers can actually be cheaper than the warehouse clubs. So she says new moms should consider it. Price isn't everything Demer says there's no single winner. Each store has its strengths, and one may be better for you, even if it costs a couple of dollars more.
