News-Confusion, chaos hit Capitol Hill in wake of FBI report on Kavanaugh

WASHINGTON =E2=80=94 Inside a room in the basement of the Capitol, senators=
 grappled with the latest turn in the saga of controversial Supreme Court n=
ominee Brett Kavanaugh: an FBI report on allegations of sexual misconduct a=
gainst him, prepared over the last week at the behest of a reluctant White =
House.  The report was not available to the public or the press.  Its conte=
nts remain unknown, even as Kavanaugh=E2=80=99s supporters say it is exculp=
atory.  Detractors have characterized the same report as woefully incomplet=
e.=20
As the full Senate vote on Kavanaugh nears, the public rancor that has surr=
ounded his nomination shows no sign of abating.  Thousands amassed on Thurs=
day in front of the Pennsylvania Avenue courthouse where, for the past 12 y=
ears, Kavanaugh has served as a judge on the D. C.  Circuit Court.  They bo=
re signs that called Kavanaugh =E2=80=9Cangry=E2=80=9D and =E2=80=9Centitle=
d,=E2=80=9D in reference to his contentious appearance before the Senate Ju=
diciary Committee last Thursday.  =E2=80=9CVote No on Boozin=E2=80=99 Brett=
,=E2=80=9D said a sign hoisted by one woman.  Another sign depicted a carto=
on rendering of a crying Kavanaugh saying, =E2=80=9CI love my beer. =E2=80=
=9D The reference is to Kavanaugh=E2=80=99s avowed fondness for beer.=20

Shutting down traffic, the protesters marched toward the Supreme Court, whi=
ch earlier this week opened its term with the seat previously occupied by J=
ustice Anthony Kennedy still empty.  Republicans hope to change that very s=
hortly.=20
The FBI report on Kavanaugh was provided to senators under conditions seemi=
ngly borrowed from a Dan Brown thriller: There was a single copy of the rep=
ort, and it was made available to senators and a limited number of their st=
aff members on Thursday afternoon.  The contents of the report could not be=
 divulged.=20
The White House =E2=80=94 which imposed narrow limits on who investigators =
could question =E2=80=94 sought to portray the report as a full exoneration=
 of Kavanaugh, who has been accused of sexual assault by Dr.  Christine Bla=
sey Ford and other women.  Senate Judiciary Committee Chairman Chuck Grassl=
ey, R-Iowa, had much the same message on Thursday morning, declaring that t=
here was =E2=80=9Cno hint of misconduct=E2=80=9D in the new report.=20
Democrats, unsurprisingly, disagreed.  In a press conference in the Capitol=
, Senate Minority Leader Chuck Schumer, D-N. Y. , and Dianne Feinstein, D-C=
alif. , the ranking member of the Judiciary Committee, read brief statement=
s as reporters and photographers pressed in around them.=20

=E2=80=9CThe most notable part of this report is what=E2=80=99s not there,=
=E2=80=9D Feinstein said, an apparent reference to reports that many witnes=
ses who could potentially refute Kavanaugh=E2=80=99s avowals of innocence w=
ere not interviewed.  Schumer said his =E2=80=9Cworst fears=E2=80=9D about =
the investigation were realized.  Neither senator took questions, underscor=
ing the confusion that has marked the last several days on Capitol Hill.=20
In the bowels of the Capitol, where legislators take subway trains between =
buildings, reporters crowded around senators, who had no answers.=20
Yet Thursday yielded few surprises.  Susan Collins, an undecided Republican=
 vote on Kavanaugh, praised the investigation as =E2=80=9Cvery thorough,=E2=
=80=9D though she said she needed to read it again.  Sensing that she might=
 support Kavanaugh, protesters flooded her office.  Out on Pennsylvania Ave=
nue, a protester also had a message for the Maine senator written on a plac=
ard: =E2=80=9CDon=E2=80=99t betray women,=E2=80=9D it said.=20
Polling, meanwhile, indicates that Kavanaugh is the least popular Supreme C=
ourt nominee in modern American history.  A survey of 741 registered voters=
 by Change Research found that 47 percent of respondents hold a very unfavo=
rable view of Kavanaugh.  In recent days, his nomination has become a refer=
endum on privilege, gender and, perhaps above all, the staying power of Tru=
mpism.  Kavanaugh has become a touchstone for Trump=E2=80=99s base, which i=
s animated less by specific issues than by broader cultural grievance.  The=
 fight over Kavanaugh=E2=80=99s confirmation has coincided with growing Rep=
ublican enthusiasm for the upcoming congressional elections, according to r=
ecent polls.=20
Some of those Kavanaugh supporters showed up at the Senate.  One group wore=
 pink T-shirts and hats bearing slogans such as =E2=80=9CNo proof, no truth=
 =E2=80=9D Another group, pro-Kavanaugh women, spoke to reporters outside =
Collins=E2=80=99s office, testifying to the 53-year-old judge=E2=80=99s ups=
tanding character.=20
But even as the controversial nominee seemed to be heading, however halting=
ly, toward confirmation, opponents filled the streets of downtown Washingto=
n, marching through the unseasonably hot October afternoon in what may be a=
 final bid to stop Kavanaugh.=20
