The chairmen of President Obama's 2010 fiscal commission are wading back
into Washington's budget wars with a revised, somewhat milder plan to rein
in intractable federal deficits.The plan released Thursday by and former

Erskine Bowles would lop more than $5 trillion from deficits over the
upcoming decade when combined with the deficit-cutting steps enacted in

plan will have on a capital that's bitterly split over taxes, spending
and government debt. The initial Simpson-Bowles plan won warm reviews from
deficit hawks but got a chilly reception from Obama and much of
the rest of official Washington for its tough mix of tax increases

plan by Simpson and Bowles reveals a familiar mix of revenue collected
by cleansing the tax code of deductions, cutting agency budgets and curbing

UNITED NATIONS The joint U.N.-Arab League envoy to Syria on Friday
gave the Security Council a grim assessment of the Syrian civil war,
saying that Damascus is completely uncooperative in negotiations."With the
Syrians, I got nowhere," Lakhdar Brahimi told reporters after the closed-door
briefing.Since last year, Brahimi has been promoting a peace plan that would
call for a transitional government in which Syrian President Bashar Assad
would step aside. Damascus has shown no appetite for discussing Assad's
resignation.Brahimi also chided the Security Council for its ongoing deadlock
over the war. Western and Arab nations blame the conflict on Assad's
government. Russia insists on assigning equal blame to the Syrian rebel
opposition, and has used it veto, along with China, to block draft
council resolutions."On the Security Council, with the Americans and the
Russians, we made some progress but it is too little," Brahimi said."If
they really believe that they are in charge of looking after peace
and security, there is no time for them to lose to really

authorities called on his nephew to surrender and to ask forgiveness from
the victims of Mondays blast.Ruslan Tsarni, of Montgomery Village, Md.,
told reporters outside his home that he last saw Dzhokhar and Tamerlan
Tsarneav in 2005 and said he was ashamed of their actions.- Ruslan
