I'd appreciate it if somebody double checked my comprehension here because
I trust our parliamentarian's procedure knowledge more than my own, but as
I understand it that approach could produce the "wrong" of directors
(namely one too few if Bob doesn't receive a majority). Shouldn't the
procedure be to elect the top three regardless of whether that includes
Bob, then continue down the list until we either have elected everybody
with a majority or have elected seven candidates, then if none of those
already elected is a Virginia resident elect the top candidate who is
(namely Bob)?
