As I said some times, you non-Japanese speakers completely ignore any important movements around Lojban in Japanese-speakers' communities. Cogas planned also "learning marathon" of cmavo list according to frequency list created by Slaimsan, though the words in the list are not yet selected or "Japanized" because of too much work expected: https://groups.google.com/forum/#!topic/ponjo_lojbo_citno_girzu/dn_4CojNIhY In any case, words selected for such a list should vary according to user's background culture or user's purpose. I recently joined a discussion in Japanese about cultural non-neutrality of gismu list. For example, anything signified by {lanme} is not very familiar to people in Japanese culture, and it should be in a less-important group; on the other hand, anything signified by {bambu} is very familiar to people in East or South Asian people, and it should be in an important group, at a level that a short rafsi is desired, though it is even not an official word. I don't think we should or can remove the non-neutrality of gismu list, but ranking lists should vary, and any of them should NOT be official because such a ranking is out of language planning or LLG's work.
