His says his conclusion is based on current intelligence estimates.A report revealed last week showed that the Pentagon's Defense Intelligence Agency has "moderate confidence" that the North has the knowhow to deliver a nuclear weapon by ballistic missile.Obama says he hopes the U.S. and international community can contain any further provocations from North Korea and move to resolve the nuclear dispute with the isolated nation through diplomacy. The president spoke in an interview with NBC's "Today" that was aired Tuesday. Senate Democrats are making last-minute changes to the hearing schedule for a soon-to-be released immigration overhaul, in an apparent bid to address Republican complaints that they're not being given enough time to review the major legislation. The bipartisan "Gang of Eight" -- which for months has been working on the bill -- planned to unveil the legislation Tuesday, but has delayed the roll-out due to the Boston bombing tragedy. Members of that group, including Republican Sen. Marco Rubio, R-Fla., have over the past several days adamantly defended the provisions of the package, trying to counter conservative skepticism that the plan amounts to "amnesty."At the same time, Republicans have complained that Senate leaders were not allowing nearly enough time to debate the bill, with just one hearing scheduled by Senate Judiciary Committee Chairman Patrick Leahy, D-Vt.On Monday, Leahy made a gesture to those critics, delaying a previously scheduled hearing from Wednesday to Friday, and scheduling one more for next Monday."Over the course of the next week, the Senate Judiciary Committee will hold two hearings on a forthcoming, bipartisan proposal to reform the Nation's broken immigration system," Leahy said in a statement. "I look forward to reviewing the bill, holding prompt hearings on the legislation, and proceeding to debating and marking up legislation on this important issue."Supporters of the bill are trying to navigate tricky politica ------=Part.510.8364.1372075530 Content-Transfer-Encoding: 7bit Content-Type: text/html; charset=us-ascii

A federal judge Monday denied an emergency motion for relief filed by a Guantanamo Bay prisoner on a hunger strike, despite pleas from the man's lawyer who says his client is dying.U.S. District Judge Thomas Hogan ruled Monday that he didn't have jurisdiction over the case filed by Yemeni prisoner Musaab al-Madhwani. Hogan pointed to a provision of the Military Commissions Act which bars judicial review of claims made by detained enemy combatants regarding their conditions of confinement. The prisoner and others in the hunger strike originally claimed that they were being denied drinking water and that temperatures in the prison had been kept at "extremely frigid" levels -- which the government denied. But the claim was expanded to include the allegation that Guantanamo officials had shown "deliberate indifference" to the prisoners' serious medical needs.Although the case was technically about just one detainee, it was clearly about the continued use of Guantanamo to house terrorism suspects, despite President Barack Obama's promise to close the prison. When one of al-Madhwani's lawyers, Darold Killmer, mentioned the alleged mistreatment of other detainees, Hogan responded, "This is not a class-action."At the end of the roughly one-hour hearing, Hogan noted that al-Madhwani voluntarily participated in the hunger strike, adding that the prisoner "self-manufactured" his health situation.Earlier, Killmer, told the judge, "Mr. al-Madhwani is d o kill them."As originally conceived, the blue, red and white-ribboned medal was to be awarded to individuals for "extraordinary achievement" related to a military operation that occurred after Sept. 11, 2001. But it does not require the recipient to risk his or her life to get it.Over the last decade of war, remotely piloted Predator and Reaper drones have become a critical weapon to gather intelligence and conduct air strikes against terrorists or insurgents around the world. They have been used extensively on the battlefields in Iraq and Afghanistan, as well as in strikes in Pakistan, Yemen and northern Africa.Over the same time, cyber attacks have become a growing national security threat, with Panetta and others warning that the next Pearl Harbor could well be a computer-based assault. The Bronze Star is the fourth-highest combat decoration and rewards meritorious service in battle, while the Silver Star is the third-highest combat award given for bravery. The Purple Heart is ranked just below the Bronze Star.Several other awards, including the Defense Distinguished Service Medal, are also ranked higher than the Silver Star, but are not awarded for combat. In addition to veterans' concerns, there is a practical side to the rankings for currently serving troops. There are grades of medals -- commendation, merit, distinguished -- that affect promotions for those still in uniform. Each grade gives troops a certain number of points neede
