I (finally) am calling the meting back to order, and hopefully will be 
able to stay with things until it is complete.

I'll spare people the health details, and again apologize for the 
delays.  I'm a little slow at the keyboard, but seem to be holding up.

Assuming the meeting is still going at Xmas, I will call for a recess 
from the 23rd through the 28th.  Discussion is fine during that period, 
but I will call no votes.

Should it happen that I am again incapacitated and non-responsive, the 
proper approach is for the Vice President to step up and take the chair.

under parliamentary procedure, until/unless someone calls for and 
invokes a special meeting per the bylaws (Article 3 section 5).  The 
Board could also declare the officer positions vacant, and select new ones.

Actually I would rule that you do.  We've always encouraged non-members 
to participate.  They cannot make motions or vote, but Article 3 section 
10 allows them to speak on the record.

That is indeed the next item on the agenda, per article 3 section 8.  I 
will do so in a separate message.

I will rule that motion is in order, and it does need a second.  When I 
recognize a second, I will allow 3 days for objection, or it will be 
passed by consent.

Indeed the motion is out of order until we reach "new business", but 
non-members can take part in any discussion period (and a time when the 
chair isn't operating is inherently a discussion period).  I will note 
for those who may wish to think about the topic that LLG has no 
employees, nor any provision to hire any.  Such decisions are loaded 
with legal and financial requirements that would be compounded if 
conducted internationally.  More on this when we get to that part of the 
meeting.

The Secretary/Treasurer has indicated to me in a private email that he 
is not actively participating in the meeting.  As such, I would welcome 
it if you would take responsibility for producing minutes for this meeting.

The following are his comments with respect to the BPFK.  I know nothing 
about his reasons for the comments.

We already plan to have a discussion of the BPFK under Old Business, and 
can deal with this at that point.  So I will rule that no report has 
been submitted.
