Those are some good ideas, and indeed you are not the first one to have
them. A few people have tried to work on Lojban speech recognition, but
with limited success.

Yes, even though it does take some computer knowledge to make progress
in this field. Nevertheless, here are some people you might like to contact:

sorpa'as (me@sorpaas.com) is working (or hoping to work) on speech
recognition at the moment. (http://ns.mg/Speech_Recognition_for_Lojban)

Maybe also talk to v4hn (me@v4hn.de), who mentioned to me once that
there had been plans for text to speech tools in an academic context.

(I also know that lunra was working on a text to speech engine a while
back, though that isn't quite what you are looking for.)

And I second the suggestion that you should also try posting to the main
mailing list, where you will reach a much wider audience. You can
subscribe to it by sending a mail to lojban+subscribe@googlegroups.com
