I agree that the use of the word "modal" is a source of misunderstanding, and that some proper explanation for BAI is necessary for the purpose of linguist-friendly description on the language, though we don't need any words other than "BAI" for BAI for the purpose of language design itself. For your information, here are ways of treatment of "modal" in various Lojban learning materials in Japanese. Tijlan invented a Japanese word for translation of Lojban "modal" into Japanese. I called tag "tag", BAI "BAI" and so on. This treatment should not produce any difficulty in learning, because I first introduced a concept of "role of an argument in a sentence", that comprehends the meanings of terbri and tagged sumti. Both sumti-places and tags give "role of an argument" to a sentence; tags of PU, BAI and so on gives information of the role; PU gives information about time, BAI gives the other information, and so on.
