BRUSSELS The European Parliament on Tuesday voted in favor of financial
reforms, including a new law to cap bankers' bonuses.The rule limits bonus
payments at one year's base salary, or double that if a large
majority of a bank's shareholders agrees. It will come into force next
year and will also apply to European units of foreign banks and
the employees of EU banks working overseas in New York,
for example.Lawmakers in Strasbourg overwhelmingly backed the proposed law
and passed a sweeping package of financial laws that will force banks
in the 27-nation European Union to strengthen their capital buffers."We
are making our banks more resilient to crises with today's decision so
that they no longer have to be bailed out with taxpayers' money,"
said Othmar Karas, a leading conservative lawmaker who oversaw the legislation.The
new reforms detailed in a 1,000-page document
also lay important groundwork for the creation of a centralized banking
supervisor for the eurozone, a cornerstone of the 17-country currency bloc's
effort to tackle its debt crisis.The package of financial reforms
which implement the internationally agreed Basel III rules
were hammered out earlier this year after months of arduous negotiations
between EU governments, the EU Commission and parliament. They now have

Yiqiang Wu, 47, was charged with assault as a hate crime for
Thursday's fight at a checkout line.Authorities say video surveillance footage
from an Albany Walmart store shows a uniformed U.S. Army officer being
attacked by a man who had verbally harassed the soldier for his
military service.Albany police released the footage after charging 47-year-old
Yiqiang Wu of Schenectady with assault as a hate crime for Thursday's
fight at a checkout line.The Army captain told police that a man
behind him in line began to yell derogatory comments at him about
the United States and his service to the nation. Police say Wu
then struck the officer several times in the face. The officer was
treated at the scene.The video shows the officer, dressed in camouflage
fatigues, confronting the man before being attacked.Wu is free on bail.
It couldn't be determined if he had a lawyer.

much at a sleepover, 15-year-old Audrie Pott looked down and realized she
had been sexually assaulted and her attackers had written and drawn on
intimate parts of her body, her family's attorney said Monday.Over the next
week, she pieced together one horrifying detail after another. She went
online and tried to confront the three boys she had known since
junior high who she believed had done it.At school, she saw a
group of students huddled around a cellphone and realized that at least
one humiliating photo of her was circulating."I have a reputation for a
night I don't even remember and the whole school knows," she wrote
in one Facebook message to a friend."I cried when I found out
what they did," she wrote in another.Eight days after the attack, she
called and asked her mother to pick her up at school. She
said she couldn't deal with it anymore but would not say what

details of the ordeal at an emotional news conference Monday in San
Jose, discussing painful details of what their daughter was put through
and demanding that three 16-year-old boys arrested eight months after the

Capitol to be lowered to half staff, out of respect for the
victims of the Boston Marathon tragedy.Words cannot begin to express our
