ChevroletYou might think that installing a charging station for plug-in
electric cars shouldn't be that complicated. It's essentially an electric
appliance. But in the city of Watertown, New York, City Attorney Robert J.
Slye recently determined that installing charging stations in a municipal
parking lot would be nothing less than unconstitutional. The New York State
Constitution, he noted, says that municipalities shall not "give or loan
any money or property to or in aid of any individual, corporation
or association, or private undertaking. And the New York State comptroller
rendered the same opinion to City Hall in Ogdensburg, New York, as
well.Similarly, charging stations announced for the city of Rochester and
towns in Westchester County are not planned for municipal properties. For
the moment, it appears that no electric-car charging station will go onto
municipal property in New York State unless users can be charged for
the electricity. That won't be that hard.Various companies (among them ChargePoint
and Blink) provide payment mechanisms to cover the cost of using electric-car
charging stations. They may even return a profit to the municipal body.Under
a New York State Energy Research & Development Authority initiative announced
last June that was to fund Watertown's charging stations, drivers who charged
up their cars would have done so for free.National Grid, the local
electric utility, is seeking about 70 municipalities within its
ted to
show he was still the man.The best way to show the Washington
press corps that a president is a lame duck is to claim
that he isnt one. The way to avoid lame duckatude is to
pass things and do things. Obama would have been better off to
wait for a win of some kind before claiming he still had
his clout. One of the big challenges to Obamas stature is the growing
discontentment over the implementation of his 2010 health law. Democrats
who got spanked in that years Midterm Elections are worried about a
repeat performance in 2014 as the most unpopular provisions of the law
go into place.Even Democrats who helped build the bill are pointing their
fingers at the administration, saying that the chaotic implementation of
the law and its ongoing unpopularity are the fault of the president
and his team. And calling the implementation a train wreck is kind
compared to what Democrats say about the law behind closed doors. In their
bid to hold the Senate and decrease their deficit in the House,
Democrats are not keen to be talking about the costs, taxes and
insurance disruptions attendant to the law the president now calls Obamacare.Asked
about those concerns and the continued unpopularity of the law, Obama explained
that people did not understand. He argued that the 85 percent to
90 percent of Americans who have insurance have already been helped by
the law in the form of greater security. For the 10 percent
or 15 percent without insurance

A how-to book translated into Hebrew to teach Israel's Orthodox Jews about
sex, targeting an audience typically mum on the steamy subject. The book,
"The Newlywed's Guide to Physical Intimacy," was published in English more
than a year ago in the U.S. The Hebrew version is set
to come out this month, meant for Israel's Orthodox Jews, who make
up about a quarter of the country's population. It appears be the
first of its kind.Under Orthodox Judaism, intercourse is permissible only
after marriage and public displays of sexuality are taboo. Many Orthodox
Jews do not even touch members of the opposite sex except their
spouses and children. But sex is not considered shameful, and procreation
is seen as a "mitzvah," or commandment from God. For this reason,
large families are commonplace in Ortho

1 opening. The park services decision will save U.S. taxpayers roughly $150,000,
but it would have cost the cites of Cody and Jackson Hole
much more because they depend on park-related tourism. In response, city
officials held a joint fundraiser and collected enough money to pay the
state to clear the roads, ensuring the gates will be open on
time.We needed to act, and if there was a way that we
could make a difference we wanted to do that because people rely
on that opening date, said Mayor Nancy Tia Brown. And the moment
that the park gate opens, things are different in Cody."Officials told Fox
many of the donations came from businesses that stood to lose revenue
if the gates didnt open on time for the tens of thousands
of visitors."We work on a 20-week tourism season, and if the first
two weeks are going to be taken out because the park's not
open, that's a big deal," said James Blair, of Blair Hotels. In central
Florida, a Head Start program directed to cut 5 percent from its
budget as a result of sequester decided to temporarily stop contributions
to the employee-retirement fund, instead of cutting services. The decision
was made with support from staffers, according to The Tampa Bay Times. The
program provides child care and other services for preschool children from
low-income families and for disabled children from families of all incomes.
