 up until about 2 weeks ago. Lots of people in my office are suffering from hay 
fever allergies as well. Not sure why the doctor doesn't know. I imagine they
would have ran allergy tests. I say take a box of Kleenex and his nasal spray
and keep doing what you were doing. My friend's son has extreme food and sun
allergies (he has some kind of dermetitis--I forget what it's called). She 
lotions him up and they go out and about. Does your nephew have any skin
allergies or is it just the nose and eyes? Your nephew has minimal allergies.
The way your OP sounded as if he has deadly allergies is he miserable when
he goes outside? Or are you just worried? 

I have horrible allergies and go out all the time. It bothers me,
 but not to the point of staying indoors constantly. Talk to your
  nephew how he feels. 

Please do not refer to your nephew as not healthy because he has allergies
