I wish to thank Riley Martinez-Lynch, our Secretary/Treasurer, for 
making the meeting announcement early enough to make this step 
meaningful for the first time in many years.

Per the Bylaws, meeting notice is supposed to be sent at least 15 days 
in advance of the meeting, and this notice is required in order to 
consider Bylaw amendment proposals (which must be included in the 
notice).  Such meeting notice was provided on 11 October 2015.

The following is quoted from the notice as I received it, as proof that 
such notice was sent in time.  As such, the Bylaw amendments contained 
therein can be considered.

If there is no objection by the time we get to it, at least one of the 
Bylaw amendments, the one pertaining to the Virginia representative, 
will be considered out of order, earlier in the meeting than normal, 
since it could affect elections to the Board of Directors.

The proposal regarding splitting the offices of Secretary and Treasurer 
may also be considered early, since splitting the offices is impractical 
if there are only 3 Directors unless the same person serves as Secretary 
and Treasurer, making the split moot.
