That's not what the instructions on the page say. They say that "blue" is for completed community work. It doesn't say that completed individual work has to be blue. Almost all of my sections are completed and waiting to be checkpointed, but they are in black. At the top of the page it says that you should feel free to work on _red_ sections, not black ones. But I don't really claim to fully understand what the system is supposed to be.
