That's correct; please don't touch secitons with assigned she= pherds
that seem to have had significant work done on them. =A0If no work has
been done, just remove the shepherd's name and do as you like.

Since .xorxes. says all his sections are com= pleted, why don't we just mark them blue? That'll tell people not t= o touch them and mark them as "ready for voting" all at once, and= it means that 19 more sections are ready in one fell swoop.
