Indeed the orientation of the tagged sumti is completely irrelevant. I 
wouldn't have thought it is relevant from the definition, but if there 
is potential for confusion then it should be improved.

How about:

"When tagging a sumti, the sumti specifies that the event is oriented 
toward the location of the sumti."

Or:

"When tagging a sumti, the sumti specifies that the event is oriented
