It's true that the {pa} in {la pa = .febru'=C3=A1ri'us.} is part of the name, but we wouldn't need = or use that construction.=C2=A0 If I'm not mistaken, {pa la .febru'=C3=A1ri'us.} could and would mean= "one February" as expected.
