That's right. {vi ku} works like a *term*, which is similar to a sumti but
it cannot occupy a numbered place.

The sumti to use for "here" is {ti}. {ti}, {ta}, {tu} can be used to refer
to places near the speaker, near the audience or away from both.

Not directly. There is an indirect way, though. First you have to notice
that every tense (more generally, every tag) can be written as
{fi'o broda} for some suitable {broda}. For example {ne'i} is {fi'o se nenri},
{pu} is {fi'o se purci}, and so on. It is not always trivial to find the most
suitable brivla. For {vi} I propose {fi'o cmatersei}. Once you have detected
the corresponding brivla, then you can use {lo cmatersei} to refer to a small
separation in space, which is what {vi} indicates, and which can be used
in a numbered place. (It doesn't mean "here", but neither does {vi}.)
