"pe" should be followed by a sumti or a prepositional phrase. You could say "lo sodva cu xamgu lo gerku lo ka kanla kanro" or "lo sodva cu xamgu lo gerku kanla lo ka kanro". "pe" can be followed by a prepositional phrase, as in "la .arden. pe ne'i la DElauer." (as opposed to the one in North Carolina).
