The basics of the language have been in place since at least 1993, when the Great Rafsi Shift happened, and if you don't count that as changing the basics, then the basics have barely changed at all since the birth of the language in 1987. There are also no plans for any change of the basics, and nothing as traumatic as a rafsi shift will probably ever happen again. See for example this document from 1992: http://www.lojban.org/publications/brochures/lojex.txt and try to find something that does not apply to today's Lojban. Having the cmavo definitions finalized and worked out in detail would be nice, sure, but that's not going to affect the language much. Whatever "power-that-be" told you that you shouldn't recruit was presumably giving their personal opinion and not stating any official policy. If by "powers-that-be" you mean the LLG, I don't think you need any agreement to start a new website, but on the other hand I'm certain you will receive a statement of full agreement and support if you ask for it (although the paperwork might take some time).
