In my experience, a sei is more special. You can use it in place of
words like {pe'i}, {ka'u}, {ja'o} and friends. So in la alis you will
find a sentence like {ma prali sei la alis pensi fi lo cukta be cau lo
pixra} or something similar.

{to}, on the other hand would be something you'd say yourself, while if
you find a sei in a quote, it could very well also come from the quoter.
